A classic case of juvenal 'hurdle jumping'. The athlete is to close to the hurdle, the leadleg can be extended like it should. The lead leg is rotated outward with the foot behind the knee.  Being so high above the hurdle, there is lots of room for the trail leg, no need to pull up that knee. However the trail foot has to be lifted high, preventing it from touching the hurdle on its way down. With the knee pointing downward and the foot so high it is fairly impossible to resume running.
